Background
- Jeonbuk State Special Self-Governing Province is experiencing a decline in regional vitality due to population decrease*, reduction in the school-age population**, and rapid aging***
* Population: from 2.52 million in 1965 to falling below 1.8 million in 2021
** School-age population: from 290,000 in 2020 to an estimated 150,000 by 2035 (over 50% decrease expected)
*** Aging index (2022): 203 - Along with the nationwide decline in total population, population mobility is increasing. Therefore, local governments and universities need to form regular consultative bodies to develop strategies to respond to regional extinction, including measures to attract visitors and enhance regional inflow
Objectives
- To enhance regional vitality by utilizing region-specific tourism assets and unique local resources scattered across Jeonbuk State, and by promoting collaboration between local governments and universities to establish distinctive local branding unique to each area Local branding: a strategy that leverages regional uniqueness to make areas “livable and worth visiting”
- To establish a shared and collaborative system of human and material resources that ensures sustainability of local branding by forming consultative bodies involving local governments, universities, innovation institutions, experts, related organizations, civic groups, and local communities

Identification of Regions through University–City/County Collaboration Utilizing Local Content
- Identification of basic local resources available within Jeonbuk State and establishment of strategies for their practical utilization
- Development of commercialization and industrialization strategies through collaboration among local governments, universities, and research institutions
Operation of Regional Economic Revitalization Programs Utilizing Local Resources
- Planning of economic revitalization programs that utilize local resources in combination with regional industries and tourism
* Including programs leveraging Cultural Industry Promotion Districts (Jeonju, Iksan, Gunsan, Namwon) and specialized streets, such as Jeonju Hanok Village, Namwon Yegaram-gil, Gunsan, and Jeongeup Ssanghwa Tea Street
