Background
- Jeonbuk State Autonomous Province, facing a crisis due to population decline, requires an increase in its resident population through support for the settlement of foreign nationals
- According to surveys on corporate demand for foreign labor, local companies show a very high willingness to hire foreign workers and international students
- Based on the policies of Jeonbuk State Autonomous Province, universities aim to strengthen the settlement of international students through an integrated approach encompassing recruitment, education, employment, and policy support
Objectives
- Attraction of international students and provision of customized educational environments to secure on-site production manpower for regional manufacturing industries
- Expansion of regional settlement through systematic management of international students, covering recruitment, education, employment, and long-term residence

Establishment of a Joint Recruitment System for International Students and Provision of Customized Education Support
- Formation of a province–university–industry collaborative governance framework to recruit international students
- Utilization of overseas networks, including Jeonbuk State overseas offices, sister countries and cities, universities in partner regions, and the Saemangeum Korean Language Institute, for international student recruitment
Employment and Settlement Support for International Students in Regional Companies
- Operation of employment and career support centers for international students, along with customized employment and start-up programs
- Operation of employment agreement programs for international students through cooperation among universities, companies, and Jeonbuk State, as well as support for region-specific visas
