Startup Support ProgramEstablishing the JB Startup Campus

Background

  • Accelerating youth outmigration requires the creation of quality jobs through startup ecosystem development.
  • Expansion of youth agribusiness startups and smart farming initiatives is underway.

Objectives

  • To foster settlement-oriented talents by expanding university-based entrepreneurship ecosystems.
  • To increase startup sustainability through linkage with provincial venture investment.

Key Initiatives

Cultivation of Entrepreneurial Talent through the Development and Operation of Entrepreneurship Education Programs
  • Development and operation of entrepreneurship education programs, along with institutional improvements to promote start-ups

    * Examples: Operation of entrepreneurship-friendly academic systems, including leave of absence for start-ups, recognition of start-up activities as substitute academic credits, early graduation, and support for start-up scholarships

  • Promotion of technology-based start-ups within universities and expansion of an entrepreneurship and job-creation culture
  • · Promotion of technology commercialization through collaboration with Jeonbuk State–based start-up companies and research and innovation institutions

    · Expansion of entrepreneurship culture through start-up and job-creation competitions, start-up incentives, and related programs

Establishment of Entrepreneurship Infrastructure and Creation of a Shared Start-up Environment
  • Improvement of existing on-campus start-up incubation facilities and establishment of co-working and joint start-up spaces
  • Support for growth-stage incubation spaces after graduation from start-up and incubation centers, linked with the Ministry of Land, Infrastructure and Transport’s Campus Innovation Park Program
  • Provision of support linked to Jeonbuk State start-up and venture funds
  • Support for consulting, technology diagnostics, marketing, and other services required for start-ups, in linkage with programs operated by the Jeonbuk State Institute for Economic & Trade Promotion and the Center for Creative Economy & Innovation

Annual Implementation Plan (Example)

Introduction Phase(‘25~’26)
  • Cultivation of entrepreneurial talent through the development and operation of entrepreneurship education programs
    • Establishment of a dedicated organizational unit responsible for operating start-up support programs
    • Identification and promotion of institutional improvement tasks to support the development and operation of entrepreneurship education programs and to facilitate start-up activities
    • Activation of technology-based university start-ups through collaboration with regional start-up companies and research and innovation institutions in Jeonbuk State
    • Development and operation of start-up support programs for students and faculty members
    • Expansion of entrepreneurship culture through start-up and job-creation competitions and related initiatives
  • Improvement of existing on-campus start-up incubation facilities and establishment of joint start-up spaces
  • Provision of consulting, technology diagnostics, marketing, and other support services required for start-ups
Growth Phase(‘27~’29)
  • Advancement and enhancement of the development and operation of entrepreneurship education programs
  • Continued development and operation of start-up support programs for students and faculty members
  • Ongoing improvement of existing on-campus start-up incubation centers and expansion of joint start-up spaces
  • Linkage with projects of other government ministries
    • Provision of support linked to investments from Jeonbuk State start-up and venture funds
    • Support for growth-stage incubation spaces after graduation from start-up and incubation centers, in linkage with the Ministry of Land, Infrastructure and Transport’s Campus Innovation Park Program
    • Provision of consulting, technology diagnostics, marketing, and related support for start-ups, in linkage with programs operated by the Jeonbuk State Institute for Economic & Trade Promotion and the Center for Creative Economy & Innovation
